The euphoria that gripped some 1,453 successful
candidates into the Cameroon Bar might be short lived and their swearing in
compounded, if the recent unearthing of
a “smelling scandal” that characterized the publication of the final result is
anything to go by. According to a complain addressed to the President of the
Court of Appeal, North West and a copy The Times Journal Procured, some
candidates who did not makes it in the written phase of the examination and
talk not of the oral parts finally were declared successful in the final
results signed and published by the Minister of State, minister of Justice and
Keeper of the Seals, Laurent Esso.
According to the complain deposited
by one Kameni Pierre Aime at SCP
Fandio-Sandjio & Partners, with head office in Yaounde Biyem-Assi Stade
against the State of Cameroon, Minister of Justice, Kameni claims that he has
been deprived of his position to make it through in the Bar examination because
of fraud. In the complain dated the 3rd of November, 2014 and
received at the Administrative Court for the Center on the 31st of
October 2014, the complainant makes it abundantly clear that some candidates
who did not make it at the written part finally were declared successful in the
final list published by the Minister as afore mentioned. Some of the names
cited in the complain included, Kombou Ngongang Oumegne No. 592, Longo Mandfred
P No 644, Mapienfou Mfoubam no. 685 and
Mbem Elsa no. 721. In admitting candidates who did not make it in the written
part of the examination in the final phase of the examination is squarely
against the instruction and conduct of the examination made public since
October 2002 and sign by the Head of State.
Citing other cases of fraud that
characterized the written part of the examination like Diwouta Pierre Affair
and the fact that some students during the written part were seen with rough
notes in the examination room yet nothing concrete was done, the complainant
calls for an outright cancellation of the final result as published in order to
safe the image of the country and its legal system.
The publication of the final result
in the alphabetical order rather than in order of merits was is another pointer
to the fact that something objectionable was cooked up and the list doctored at
the detriment of candidates like Kameni Pierre Aime. It is reasonable that the
final results of every exam be published in order of merit to show the strength
of each candidate. This helps not only in spurring candidates for better
competitiveness but also encourages them to work harder in future examinations.
The mixed up in the publication of the examination was therefore a tactic to
blanket the behind the curtain deals characteristic of all public competitive
examinations in Cameroon.
